Merra Kokebie

CTO

More than 20 years of experience working in different software and hardware products. Experience in developing, designing and implementation of web-based and desktop based software systems. (Java Script, Angular JS, CSS, HTML5, Bootstrap),Testing, designing and implementing software for different telecommunication (5ESS) and data networking systems (ATM Switches and Frame Relay Switches). He holds BSc in Computer Science Chicago State University, Chicago, IL (USA); Masters in Computer Science specializing in telecommunication and computer networks Illinois Institute of Technology, Chicago, IL (USA);

Dr. Girma Azene

Health Specialist-Economist

Over 30 years of work experience in the public sector holding positions at the Ministry of Health of Ethiopia. He has a track record of serving for many years in both public and non-public health sector, including outside Ethiopia (LSHTM and Oxford University) as a health planner, Director, researcher, course instructor in health policy and management of postgraduate education at Jimma University and Chief Health Economist at the Ministry of Health-Ethiopia and Director of Plan and Program. He holds BA in Economics, Addis Ababa University, Ethiopia, M.SC in Health Planning and Finance ,London School of Economics and London School of Hygiene and Tropical Medicine; Ph.D. London School of Hygiene and Tropical Medicine; Post-doctoral TDR/WHO-Geneva.

Local Country Representative for Ethiopia

A seasoned executive with more than 20 years of experience across the core pillars of organizational management: Finance, Administration, and Logistics. Over the course of his career, he has built a reputation for designing and implementing robust financial systems, optimizing complex supply chains, and providing strategic oversight for large-scale administrative operations. His leadership is defined by operational excellence, strong governance, and a deep commitment to organizational efficiency and accountability.

Prof. Luis FLD Loureiro

Director, ABAY-CHR PT

Professor Loureiro is an accomplished academic and international executive with nearly 30 years of leadership experience in global health, One Health, and institutional development. Over the course of his career, he has led high-level programmes, coordinated multidisciplinary teams, and advised governments and international organizations on strategy, implementation, and systems strengthening. Known for his strategic vision, operational leadership, and ability to build strong partnerships across sectors, he brings deep experience in driving impactful, accountable, and sustainable solutions in complex environments. In addition to his executive roles, Professor Loureiro has a solid academic and research background. His scholarly work spans global health governance, health systems resilience, One Health integration, and the interface between public health, policy, and technology. He has taught and supervised at the postgraduate level, contributed to international research collaborations, and published on topics related to health security, institutional capacity building, and cross-sectoral coordination. His academic contributions reinforce his reputation as both a practitioner and a thought leader in translating evidence into policy and practice. As Director of ABAY-CHR PT, Professor Loureiro leads and coordinates the Portugal-based consultant team supporting ABAY-CHR’s AI-enabled digital health portfolio. This includes strategic oversight of work in clinical decision support, retrieval-augmented generation, large language models, agentic AI workflows, evidence synthesis, and responsible AI governance. Through this role, he helps ensure that ABAY-CHR’s AI solutions are ethically grounded, context-appropriate, policy-relevant, and aligned with real health system needs.
